Spend Fear as usual to spotlight them. --Special_2|**Domain Illusion (Actions):** Mark a Stress to create an illusion covering the battlefield associated with the Omniscient Dictator's domain, populated with illusory figures. Targets have disadvantage on ranged attacks made through the illusion. --Special_3|**Spectral Warriors (Actions):** When the Omniscient Dictator has an active Domain Illusion, spend a Fear to solidify the illusions, forming 10 Hallowed Soldiers (SRD). The remaining illusion fades. --Special_4|**Ascended's Blessing (Actions):** Either spend a Fear to grant a worshipper a permanent +2 bonus on attack rolls and an additional damage die when rolling damage, or spend 2 Fear to make a worshipper the Omniscient Dictator's Chosen, giving them the High Seraph (SRD) or Chosen Inquisitor stat block if they are Tier 4, or the Chosen Transformed stat block otherwise. --Special_5|**Create Aspect (Actions):** Mark a HP to create an Aspect within Close range. The marked HP can't be cleared until the Aspect is defeated. --Special_6|**No Hope (Reactions):** When a PC rolls with Fear while the Domain Illusion is active, they lose a Hope. --Special_7|**I Will Destroy You (Phase Change) (Reactions):** When the Omniscient Dictator marks their last HP, replace them with the Vengeful Tyrant and immediately spotlight them. --Special_8|**ASCENDED (Reactions):** VENGEFUL TYRANT
