The waters outside of Muckland Harbor are guarded tightly by Mucklands Trading Co. naval patrols. Due to increased piracy, the Trade Governor ordered a strict trade blockade that requires ships to be inspected before entering the waters near Mucklands Harbor, let alone the port itself. Any ship coming or going must submit to inspection by a Navy vessel. This is logistically impossible: the Navy lacks enough ships and personnel, but they try their darndest. And any legitimate merchant wouldn't want to risk losing access to the harbor.

REAR ADMIRAL GANDYMEAD THREEF

A fastidious officer with a regal air, Threef prides himself on thoroughly inspecting each ship he encounters in the bay. He takes his job so seriously that he has personally thrown subordinates off his vessel, Vigilance, for failing to inspect crates that ultimately held no contraband.

  • Traits: Extremely thorough, harsh, looks down his nose at everyone.
  • Motivation: Punish smuggler and pirate scum, and keep the waters safe for taxpaying merchants.

INSPECTION CAPTAIN HALYA ZOONY

A crafty inspector that is open to “negotiation,” as she calls bribes. Her ship, the Watchful Eye, is full of handpicked officers that won't rat her out to the Rear Admiral.

  • Traits: Unscrupulous, unruly, chews on a toothpick.
  • Motivation: Make what she's owed and retire to Theca Key. Her salary certainly isn't worth the lifestyle. Running the Blockade Passing through the trade blockade without inspection is known as “running the blockade.” The best smugglers sail through known blindspots at odd hours, using decoy ships, and even engaging in ship to ship battles. Pirates tend not to care if their ships are identified as fugitive vessels, but professional smugglers would prefer to keep a clean slate. The captain of the ship must make a Sneak Check () to run the blockade. Account for the following modifiers:
  • +1 during nighttime.
  • with up-to-date patrol information.
  • if using a decoy ship to draw attention.
  • if vessel is fugitive.
  • -1 during daytime.
