Theocracy

This is rule by a religious group or
leader. Freedom of religion is unlikely,
and there is no distinction between
religious and civil law. The leaders
may or may not believe in their own
religion; “miracles” might be faked or
genuine. Theocracies range from
benign utopias to totalitarian religious
dictatorships. CR3 to 6.
